Health Diplomacy™
a framework for aid & peace
The first steps toward regulatory alignment often define the success or failure of cross-border aid efforts. At GSI, our Health Diplomacy™ practice is built on the principle that compliance and compassion must move in lockstep. Drawing on decades of legal and operational insight, we help organizations establish structured, lawful channels for delivering humanitarian and health aid in sanctioned and high-risk environments. Our approach is both principled and practical—designed to protect people, safeguard institutions, and uphold international law in the face of global complexity.
Our
services
sanctions
advisory
Navigating humanitarian aid within sanctioned jurisdictions requires precision, credibility, and in-depth legal knowledge. We guide clients through the evolving landscape of U.S., E.U., and U.N. sanctions, with a particular focus on health-related exemptions such as OFAC General License N-2. Our advisory ensures that every aid movement is not only lawful, but also defensible in the eyes of international regulators.
supply chain
structuring
Delivering aid in fragile environments demands more than logistics, it requires a legal infrastructure built for traceability, control, and trust. At GSI, we develop the legal backbones of humanitarian supply chains, ensuring chain-of-custody integrity from donor to end recipient. We assist clients in drafting procurement agreements, verifying vendor and partner compliance, and integrating export control safeguards into each layer of distribution.
intermediary
engagement
In politically sanctioned nations, aid operations often rely on neutral third-party jurisdictions to facilitate secure transfers. We work closely with clients to legally structure intermediary pathways, ensuring that financial transactions and logistical handoffs remain within the bounds of international law. Our team prepares the legal frameworks that allow clients to engage trusted intermediaries without compromising mission or compliance integrity.
aml/cft/kyc
protocols
Humanitarian finance faces unique risks, including exposure to sanctioned entities or misuse of funds. We design and implement robust anti-financial crime protocols specifically tailored to the humanitarian sector. From risk-based screening models to transaction monitoring frameworks, our compliance solutions are built to align with FATF guidelines and national enforcement expectations, without creating bottlenecks for urgent aid.
intellectual
property
Protecting your unique ideas is critical, and at GSI, we specialize in drafting and filing
patents and trademarks. Our approach to intellectual property is as highly detail-oriented
and dedicated as our overall ethos, ensuring your innovations are safeguarded effectively.
We blend adaptability with a deep understanding of intellectual property laws to provide
robust protection for your ideas.
policy
support
Securing regulatory and political buy-in is often as important as operational readiness. We assist clients in preparing high-impact legal memoranda, advocacy briefs, and intergovernmental agreements that support their aid missions. Whether engaging ministries of health, sovereign regulators, or interagency review bodies, we provide the legal arguments and policy positioning necessary to ensure our clients’ humanitarian objectives are successful.
Case Study
oidg
GSI advised the Organization for International Development & Governance (OIDG) on the design and implementation of a humanitarian health aid program intended for deployment into Iran. The program, which focused on essential medical goods delivery during heightened sanctions, required a full-spectrum legal and compliance framework. GSI developed the Health Diplomacy™ Risk Management Guide, tailored specifically to OIDG’s operational plan. We structured the program under OFAC General License N-2, mapped an intermediary transaction route through Oman, and created a multilayered compliance plan including AML/CFT controls, supply chain traceability, and licensing protocols. We also engaged directly with regulators to obtain clearance for multi-party cooperation and drafted legal advocacy materials to accompany the aid application.
